Foreign differential fee comparison: Louvre·Japan·Indonesia vs Korea 2027

We compare countries with foreign differential fees and Korea’s status, and sum up the real impact on foreigners living in Korea.

GLTR Life5 minUpdated Apr 1, 2026
Overview

What is a foreign differential fee?

It’s a system that charges foreigners higher entrance fees at the same facility.

The Louvre in France raised foreign entrance fee from 22€ to 33€ in 2024, about a 45% increase.

Japan, Indonesia, India, Egypt also run or plan similar systems.

The idea is ‘beneficiary pays’ – using tourism revenue to fund services for citizens.

ℹ️Why is it spreading worldwide?

Tourist numbers surged, raising maintenance costs.

People think it’s unfair to give tourists the same free price as citizens.

After COVID, dual pricing is seen as a way to recover tourism revenue.

Korea status

Korea’s current position: national facility fee real‑price policy

The Korean gov announced the fee real‑price plan on Mar 30, 2026.

Targets: National Museum of Korea, National Folk Museum, National Palace Museum, etc.

Now both locals and foreigners can use them for free.

It’s not decided whether only foreigners pay or everyone pays.

⚠️Implementation schedule and expected cost

Earliest could start late 2027.

In 2024, foreigners made up 3.7% of visitors to the National Museum.

Estimated adult fee: 5,000~10,000 KRW (not final).

If a foreigner visits the museum 5 times a year, extra cost could be up to 50,000 KRW per year.

Key issues

Are tax‑paying resident foreigners treated like tourists?

Some say long‑term foreign residents who pay taxes aren’t tourists.

E‑7 professionals, F‑2 residents, F‑6 marriage migrants pay monthly income tax and health insurance.

The Louvre lets EU residents enter free, based on residency.

Korea hasn’t set a rule to separate long‑term foreign residents from tourists yet.

ℹ️Other countries’ resident distinction

France: Show EU residency proof for free Louvre entry.

Japan: Considering resident foreigner exemption.

Indonesia: Some discount for KITAS holders.

Korea: Not decided if foreigner ID counts as resident.

Situation by visa type

What to do
1.After policy release, check if you can apply for exemption with your foreigner ID or permanent residency proof.
2.Follow policy updates in foreigner communities (e.g., Reddit r/Living_in_Korea).

2.Check with your school’s international office for special benefits for foreign students.
Situations vary by visa. For details, contact immigration office (phone 1345).
Pro & con arguments

Foreign differential fee: government vs resident foreigner viewpoints

Gov cites ‘beneficiary pays’ principle – tourists should share maintenance costs.

Budget chief Jo Yong‑beom said fee real‑price is needed for sustainable operation.

Long‑term foreigner groups argue extra fees double the burden.

There’s worry that not separating residents from tourists could hurt social integration.

ℹ️Key points for/against

Pro: Tourists should share costs – sustainable operation.

Pro: Countries like France, India already do it – global standard.

Con: Tax‑paying residents aren’t tourists – taxpayer rights.

Con: No resident exemption means discriminatory burden.

FAQ

Foreign differential fee Q&A

When will Korea start the foreign differential fee?
Earliest late 2027. The policy was announced on Mar 30, 2026, but exact date and fees aren’t set yet. More announcements will come before implementation.
Do long‑term foreign residents also pay the foreign fee?
Not decided yet. Could have resident exemption like Louvre, or charge everyone. How to classify visa holders is key. Keep watching until policy finalizes.
Where else besides the National Museum will it apply?
National Folk Museum and National Palace Museum may be included. Palaces like Gyeongbokgung already charge foreigners 3,000 KRW, so price hike is being considered. Exact scope will be announced later.
Will the exit tax go up too?
Exit tax is 7,000 KRW now. Increase is under review, but amount not announced. Frequent travelers may feel extra cost.
Is there anything we can do now?
No urgent action needed. Keep your foreigner ID and health‑insurance records for possible exemption later. Follow immigration office (1345) notices or GLTR Life newsletter for updates.
